Cosplay help please!!!!!?

I need help choosing a character for a cosplay ball. It is formal so I either need a character who does dress formal sometimes or I will need to modify the outfit. I am going to make this with my sister who is an amazing seamstress. So I am about 5 foot 2 with a smallish chest and I'm very skinny. I want a character who has a similar body shape. I'm considering doing Sakura from cardcaptors but I'm not sure. I am not going to do any vocoloid ( I'm not sure I spelled that right) or any character from Vampire Knight. I also want a character with shortish hair so the wig is easier to deal with. Thanks for the help.
